Lead Concerns in California Cannabis Vape Cartridges Point to Hardware, Not Just the Oil
California’s cannabis testing rules drew attention to a less obvious source of contamination in 2019: the metal hardware used in some vape cartridges. Testing by SC Labs and reports from industry laboratories indicated that a small proportion of cartridges exceeded the state’s lead limit, raising questions about how metal components interact with cannabis oil.
The concern was not that every cartridge contained dangerous amounts of lead. Rather, the findings suggested that certain components—including metal alloys used in cartridge bodies, connectors, or heating assemblies—could introduce lead into the oil over time. A 2018 study published in Environmental Health Perspectives similarly found that metals could move from e-cigarette components into liquid and aerosol, supporting the possibility that contamination can originate in the device rather than in the plant or extraction process.
Lead exposure can damage the nervous system and is particularly hazardous for children. In adults, substantial exposure may affect the cardiovascular, kidney, reproductive, and nervous systems. Exposure during pregnancy can increase risks to both the pregnant person and the developing fetus, including premature birth and impaired development. The Centers for Disease Control and Prevention’s lead guidance notes that children are especially vulnerable, but adults can also suffer serious effects.
Heavy metals can enter cannabis products through contaminated soil, agricultural inputs, processing equipment, or cross-contamination. The cartridge issue is different: even oil that initially tests clean may be affected if it remains in contact with a metal component capable of releasing lead. Acidic ingredients and differences in laboratory methods may also influence test results. However, the available reporting did not establish that all cartridges made in a particular country or from a particular alloy were contaminated.
At the time, SC Labs reported that roughly 0.5% of the cartridges it had tested failed the lead screen. That figure represented the laboratory’s own testing experience, not a peer-reviewed estimate of every cartridge sold in California. It also did not mean that 0.5% of all cannabis oil was contaminated. A failed batch could reflect a problem with a specific component, manufacturing lot, storage period, or testing result.
California’s inhalable cannabis regulations set a lead action level of 0.5 micrograms per gram—equivalent to 0.5 parts per million—for cannabis and cannabis products. The limit is an action threshold used to determine whether a batch passes compliance testing; it is not evidence that any detectable lead exposure is risk-free. Current California Department of Cannabis Control regulations require licensed laboratories to test cannabis goods for heavy metals before sale.
A cartridge’s manufacture date alone cannot guarantee that it passed testing. Consumers should instead buy from a licensed retailer, check the product’s batch information and certificate of analysis when available, and review state recall notices. The Department of Cannabis Control advises consumers to use licensed retailers because unlicensed products may not have undergone required testing for heavy metals, pesticides, or other contaminants. Avoiding products from the illicit market remains especially important because their contents and hardware may be unknown.
The episode underscored a broader lesson for the cannabis industry: testing only the cannabis oil may not be enough. Cartridge manufacturers and regulators must also evaluate the materials that contact the oil, determine whether metals leach during storage or use, and ensure that compliant hardware is used consistently. Until those controls are in place, the safety of a vape cartridge depends on both the tested contents and the device that holds and heats them.
